Try to prepend a slash to your src attribute:
<script type="text/javascript" src="/media/js/tiny_mce/tiny_mce.js"></
script>
Should be
/media/js/tiny_mce/tiny_mce.js
not
media/js/tiny_mce/tiny_mce.js
