In django template, can you have (% block somename %} above root html
element of a document, like here?

my base.html
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.1//EN"
"http://www.w3.org/TR/xhtml11/DTD/xhtml11.dtd";>

{% block html %}
<html xmlns="http://www.w3.org/1999/xhtml";>
<head>
</head>
<body>
</body>
</html>
{% endblock %}
