We just ran into this on our site, which is running on 0.96.  I searched 
around in the Django tickets and changesets, and couldn't find a 
reference to this.

Is this an intended part of the I18N design?

Or, should a ticket be filed?  (Or, is a ticket already filed and I 
missed it?)
