Perhaps you're trying to find the wrong skills as you're mixing Database skills, programming skills and design skills, as we consider CSS as a part of the designer job. Although if you could somebody is good in the four areas (in my experience being good in three of them is hard enough) this person should flip form one area to another, loosing a lot of time. In my opinion you could have better results trying to find good professionals that could work together and who want to learn. You could search for python skilled people, css+dessign, people used to develop web applications (javascript + web knowledge) and somebody good enough at managing projects. The chances that one of those skills could have also database knowledge are great and making them work together would finalize with a high talented group of people, and much more productive than the sum of every individual skills.
