Only on a limited basis. The relation descriptor inherits the default manager for the class it is relating to. So, in your example, if Country defines a non-default manager, the m2m field will use the user-specified manager class. However, you can't specify that the m2m descriptor use a different manager to the table default. This has been proposed a number of times, but nobody has been able to suggest an appropriate syntax.
