The Django 1.11.19 .whl release file appears to erroneously contain a file that appears to be from the 2.x release (it contains Py3 only code).
The file in question is django.contrib.admin.templatetags.base which shouldn't exist in the 1.11.19 release. This file doesn't appear to exist in the .tar.gz file.
