I am followed the steps as I am getting in tutorials
when I run the command :
python manage.py migrate
this is giving me following error

from psycopg2._psycopg import BINARY, NUMBER, STRING, DATETIME, ROWID
ImportError: DLL load failed: The specified module could not be found.

During handling of the above exception, another exception occurred:

Traceback (most recent call last):
  File "manage.py", line 22, in <module>
    execute_from_command_line(sys.argv)
