Not to discourage you, but there is already a large Python project called 
CKAN that tries to do exactly that: make data open and transparent.

Its built on Pylons and SQLAlchemy, but maybe it will suit your needs, and 
maybe you can contribute to improving it, rather than starting a new 
project from scratch.
