you donĀ“t have to tell the admin engine at all if you use this  
template_loaders:
     'django.template.loaders.filesystem.load_template_source',
     'django.template.loaders.app_directories.load_template_source',

just copy the change_form from the app_directory (django/contrib/ 
admin/...) to your template_directory,
e.g. to /templates/app_name/model_name/change_form.html
