patterns is going away soon, so try this instead:

urlpatterns = [
    url(r'^admin/', include(admin.sites.urls)),
    url(r'^$', 'notice'),
    url(r'^board', 'board'),
]

My guess is that it will solve your problem. If not, come back to us with
