What storage class are you using for your static files (setting STATICFILES_STORAGE)? It looks like what ManifestStaticFilesStorage <https://docs.djangoproject.com/en/1.9/ref/contrib/staticfiles/#manifeststaticfilesstorage> would do... Also make sure that collectstatic <https://docs.djangoproject.com/en/1.9/ref/contrib/staticfiles/#collectstatic> is ran when deploying, Heroku does it by default.
