django-admin creates infrastructure required for your project, and there should be more than 3 files.
On *nix systems django-admin is py script with shebang, but due to windows command processor limitations (cmd) on windows there is executable file which actually calls django-admin. So, you should open cmd console and type "c:\Python27\Scripts\django-admin.exe startproject mysite". (I believe you have python on c:\Python27\ and Django is installed).
