You have to wade through an awful lot of that page before you see the 2014 update ...

That link brings up a page which is python code explained in the docstring at the top. I just bought a Windows 8.1 laptop and used it to install pip. I right-clicked and saved the page as get-pip.py

Then, I opened an administrator prompt and did ...

python get-pip.py

... and it just worked. A little unconventional but much easier than I remember from earlier times.
