Looks like you already have an active virtual environment but those instructions only install a few default things (like Django) into that environment.
Therefore it sounds like your new virtual environment does not have all of the required python modules installed in it. There should be a requirements.txt file or similar associated with the project which you can use for the purpose with pip. See here<http://www.pip-installer.org/en/latest/cookbook.html>for more info.
