How I do this is in settings.py:
PROJECT_ROOT = os.path.dirname(os.path.abspath(__file__))
STATIC_ROOT = os.path.join(PROJECT_ROOT, '../static')
STATIC_URL = '/static/'
STATICFILES_DIRS = (
    # Put strings here, like "/home/html/static" or "C:/www/django/static".
    # Always use forward slashes, even on Windows.
    # Don't forget to use absolute paths, not relative paths.
    os.path.join(PROJECT_ROOT,'../static/assets'),
)


In template files. 
 <link href="static/css/bootstrap.min.css" rel="stylesheet" media="screen">

So for your case either you need to change STATIC_URL='/assets/' or in the 
template files instead of using assets you have to use as: 
static/img/filename.jpg , static/js/jquery.js, static/css/bootstrap.min.css
