I doubt there's a Django app for that -- it's not a problem for a Web framework. You may be able to find a project that does this on Github or Bitbucket.
RSS feeds are just XML files. You need something that will parse the XML from multiple files, then re-write one XML file containing the items from each. If you can't find one, do a Google search for "Python XML" (or replace Python with your language of choice) and find an XML library and make one yourself.
