- create a 'custom management command'
(https://docs.djangoproject.com/en/1.4/howto/custom-management-commands/).
 something like "manage.py send-emails" that checks the database and
sends any programmed email.

- add a cron job that periodically calls that command.  (typically
once an hour or a couple of times a day)
