Just go with Amazon Web Services. You get a year for free on their lightest server. The only minor issue is you have to set it up yourself -- but that's really not difficult to do.
By the way, $8/month is incredibly little to pay. I guess in India that might be more money than it is here -- but just remember you get what you pay for. Also, you may have better luck in India with hosting at a better cost since the electricity to host a site here would be way more than that. There are times when certain hosting providers do help out legitimate not-for-profit organizations. You can try looking into that, as well.
