Have you set the LANGUAGES in settings.py?
Something like ...
ugettext = lambda s: s
LANGUAGES = (
('de', ugettext('German')),
('fr', ugettext('French')),
('en', ugettext('English')),
)
And in urls.py:
(r'^i18n/' , include('django.conf.urls.i18n')),
