Just search for a file named "hosts".  On my XP box it is located at
C:\WINDOWS\system32\drivers\etc\hosts

It works pretty much the same way as /etc/hosts and even provides
instructions and some examples in the comments. That's right! A *nix
like config file on Windows. Go figure.
