SVN doesn't (I believe) offer the ability to apply outside patches. Instead, you'll have to do what we do in the Unix world, use the "patch" program.
You can find a Windows version of it here: http://gnuwin32.sourceforge.net/packages/patch.htm This program takes the patch file and applies it to your Django install. Note that since this is Python, you don't need to "compile the changes".
