Aptana Studio 2 & 3 Beta + PyDev on Linux makes a great dev environment for Django. You can create runtimes for debugging, add modules to the Python path for your project, like the site-packages folder from a virtualenv.
You'll get code assist for Python, HTML, CSS and JavaScript. A number of JavaScript libraries like jQuery are also supported. This IDE has served me very well for the past 4 years. It might not have every bell or whistle that PyCharm has, but I feel it has a very well balanced set of features that are easy to customize.
