Balu: This is not a Windows 7-specific issue. There are obviously differences between your Windows 7 and Windows XP environments that are cuasing you to see this message.
As has already been pointed out, you need to make sure that the directory containing django-admin.py is on your PATH, and that your system is conditioned to run the Python interpreter on programs with the ".py" extension.
