Formal plans for Django 1.3 have not yet been announced. However, as a rough indication, I would expect to see a 1.3 release at very end of this year (perhaps early next year if schedules run over). There won't be a lot of major new features delivered in Django 1.3; the focus will be on fixing bugs and adding minor features that were missed during the 1.2 development cycle.
