From http://stackoverflow.com/questions/2615968/installing-virtualenvwrapper-on-windows virtualenvwrapper does not work in Windows, unless you are using cygwin. Alternate solution is Virtualenv Helper for Windows (http://justindriscoll.us/2009/03/virtualenv-helper-for-windows.html) Hope it helps.
