Whenever I use django on my windows box, i use XAMPP, which is a all
in one installer that gets apache and mysql.

So I:
- install XAMPP
- install python
- svn checkout django in the site-packages folder
- install mysql bindings for python
- install python image library

and I think you need to add your python path to the windows paths
