As a follow up to this report. I tested this program on a django install running on Mac OSX with the same versions of everything. No memory leaks visible. So it seems to be a Windows only issue. Although I did notice that when I built apache for OSX it uses a different threading configuration than Windows.
The other interesting thing was that under OSX it was like 10-100 times slower at handling these form POSTs than the Windows setup. I haven't closely checked the differences in apache configurations yet, so it may be an apache config issue that is to blame for the performance.
