I've been wondering about it too, and this is what I've found out:
- used on the "many" side of relations
- adds an _order integer field to the model
- automatically numbers objects' _order
- shows objects ordered by _order in admin
- is supposed to use fancy javascript
  to enable re-arranging objects in admin
