At World Online we used Django with Red Hat ES 1 (not much different than RH 9 or 10, I believe) when we first developed it, so I'm not so sure Django is the problem. BTW, prefork is the way to go for Django on Apache. I'd suggest uncommenting as many Apache modules as possible (excepting, of course, mod_python and any other essential ones) until it works.
