I've submitted a new PR that addresses the review feedback from tim-
mccurrach on the previous PR #20842:

This PR:
- Uses viewBox 512x512 (matching icon-no.svg)
- Keeps width/height at 13px
- Uses matrix transform to scale square-check to fill the viewport
properly
