I have submitted a patch that fixes the layout flicker by using a render-
blocking state injection inside base.html. > Because this approach doesn't
change the deferred loading order of nav_sidebar.js, it avoids the visual
regression with the filter sidebar that caused the previous fix (PR
#16248) to be reverted.
