Thanks for the report, however it works for me (I attached the test
project). We also have
[https://github.com/django/django/blob/6f63e0ce8e36fbdb2d0c4dfd77ed3cf02e467f49/tests/migrations/test_operations.py#L4772-L4835
a regression test] that covers this use case.
Please reopen the ticket if you can debug your issue and provide a sample
project that reproduces it.
