I've created a [https://github.com/django/django/pull/14134 PR] and added
a reference to [https://docs.djangoproject.com/en/3.1/ref/settings/#debug-
propagate-exceptions DEBUG_PROPAGATE_EXCEPTIONS] setting in middleware
docs.
I don't think we need a link back from setting docs to middleware doc.
