Fixed #32051 -- Fixed rocket animation on the 'Congrats' page.
- Fixed congratulations smoke being cropped.
- Refactored congratulation rocket so the animation can be stopped.
- Made animation respect user preference for reduced animation.
- Made rocket animation stop after 7s.
