I was able to move past this by adding the following to the `dependencies`
field in the `Migration`:
{{{
class Migration(migrations.Migration):
dependencies = [
('NAME_OF_RELATED_APP', 'LAST_MIGRATION_IN_THAT_APP'),
...
]
}}}
Now `sqlmigrate` works as expected.
After looking around it seems that this problem has been encountered
before and this solution worked in the past.
