I was not able to reproduce this issue. IMO it is some Windows issue
related with sockets. I wouldn't blame Django, see

ConnectionAbortedError: [WinError 10053] An established connection was
aborted by the software in your host machine
}}}
maybe antivirus or firewall blocks connections, it is hard to tell.
