The end of premier support for Oracle 12.1 (EE) is July 2018 and the end
of extended support is July 2021. Therefore, Django 3.0 (released in
December 2019) may set Oracle 12.2 as the minimum version that it supports
(see [https://code.djangoproject.com/wiki/SupportedDatabaseVersions
SupportedDatabaseVersions]).
