Django 1.11 and `cx_Oracle` support Oracle database versions 11.2 and
higher (see [https://docs.djangoproject.com/en/1.11/ref/databases/#oracle-
notes oracle-notes]). Please re-open this ticket if you can reproduce the
issue on a supported Oracle database version.
