Many thanks for the sample project. I tested it on my Debian box with the
same 0.19.8.1 version of gettext. I was not able to reproduce the bug. I'm
getting that instead of what you get:

If this is a Windows-related bug, I'm sorry but I can't help. It remains
to be seen if it is a "Django on Windows" error or a "gettext on Windows"
error.
