 In django.forms.formset.py, in method full_clean, validate_min has bug
 during update an object.
 empty_forms_count is counted by ''form.has_changed()''

 But during update, if the content of the form is not changed (which is not
 empty by the way), has_changed method returns False and the form is
 considered to be empty.

 In this case the validation fails.
