`Cursor.numbersAsStrings` is used on Oracle backend to retrieve decimal
values as strings and to avoid rounding errors. `numbersAsStrings` is
[http://cx-
oracle.readthedocs.io/en/6.0b1/releasenotes.html?highlight=numbersAsStrings#version-5-3-march-2017
deprecated] since `cx_Oracle==5.3` and will be remove in the
`cx_Oracle==6.0`. We should use [http://cx-
oracle.readthedocs.io/en/latest/cursor.html#Cursor.outputtypehandler
Cursor.outputtypehandler] instead.
