Sorry, just added that.
It seems that TemporaryFileUploadHandler.new_file was never called, but
TemporaryFileUploadHandler.file_complete was.
And the upload handlers settings is unchanged, so using defaults:

'django.core.files.uploadhandler.MemoryFileUploadHandler',
'django.core.files.uploadhandler.TemporaryFileUploadHandler',
