#27206: Incorrect DATE_FORMAT for et locale

seems to specify
'j F Y'
but correct would be
'j. F Y'
as in Estonian dates are considered to be ordinal numbers and should be
followed by a period.
I'm unsure what the authoritative resource nowadays is but such date is
grammatically wrong without a period.
