I think is it possible to add django.utils.ipv4 ?
for ipv6 normalize, django have **django.utils.ipv6.clean_ipv6_address**.
but I think removing leading zero took about 5~6 lines function.
which namespace is proper to add this function? maybe name will be
**normalize_ipv4_address**
