#25015: Set sort_keys=True for django.core.serializers.json

The JSON serializer used for the dumpdata management command doesn't sort
keys by default. This is a mild annoyance when you've changed data related
to a fixture in the database directly, and you want to use dumpdata to add
the change to version control. The diff between the two versions of the
fixture will include tons of noise since the key order may have changed.
