GitHub issues don't allow anyone to triage issues (only committers) and
that's an important aspect to our workflow.
I think we can probably accept PayPal (we did so before we switched to
Stripe). You could use the contact form as suggested
[https://www.djangoproject.com/foundation/donate/#donation-alternatives by
the FAQ].
