#23908: XHTML breaks admin site

By declaring:
{{{
DEFAULT_CONTENT_TYPE = "application/xhtml+xml"
}}}
The admin site no longer renders correctly.
I think the problem is that we haven't declared the XML namespace
correctly, e.g.:
{{{
<html xmlns="http://www.w3.org/1999/xhtml";>
}}}
There are also some other trivial problems, e.g. › no longer works
(used in breadcrumbs).
