In the current master `TestLoadFixtureFromOtherAppDirectory`, introduced
by the patch for #23612, doesn't pass on my machine (Ubuntu 14.04).
It fails running `./tests/runtests.py`. `cd tests && runtests.py` does
work. So I guess this bug is invalid.
