Ooh .. I know this one! :-)

You have a very small number of fuzzy messages at the bottom of the
file. The statistics gatherer rounds them down to 0% (it always rounds
down, never to the nearest number). It also then computes that, say,
99.8% of the messages are translated. Round down to 99%.

So, deleting those extra fuzzy strings from the end that you don't need
any longer (deleting fuzzy strings after you've checked they aren't
useful is generally a good idea) will bring you up to the magical 100%. 

Come on... are you really going to let the Vikings win? :-)
