Actually, I've been doing the same thing in Django for translate postgres manuals. Sadly, I haven't have time enough to polish the code but it's functional. Now, I'm looking in some companies for founding and then I would be able to continue this project and give support for multiple projects and multiple languages and a lot of ideas we've got. For far, my web application (webtranslator) is hosted at http://l10n.postgresql.cl/ and it let us translate from English to Spanish, but just the postgresql manuals only. Today I started to added l18n to the site itself.
